Job Description:


  • Develops record maintenance systems and ensures proper maintenance of all records related to capital improvement projects, including in-lieu contributions, tri-party agreements, maintenance bonds, and preliminary engineering studies;
  • Assists in negotiating and administering contracts with consulting engineers, appraisers, and contractors;
  • Reviews change orders with recommendation for evaluation by City Council;
  • Assists the Street Department Manager with providing information to the Streets and Drainage Committee;
  • Assesses priority of drainage projects and use of available Stormwater Funds;
  • Plans, prepares and/or reviews proposed designs for capital improvement projects to ensure compliance with Federal, State, and city regulations and project specifications and to determine the feasibility of the proposed design;
  • Recommends changes in design policies and regulations, compiles and updates policy and procedure manuals, listing regulations and standard specifications;
  • Serves as project manager for all capital improvement projects by reviewing designs for compliance with regulations and supervises the inspection of work under construction for conformance with right-of-way regulations, ordinances, and approved plans;
  • Approves right-of-way acquisitions for street and drainage projects and supervises the work of independent real estate appraisers;
  • Serves as a liaison with other governmental agencies to determine the availability of capital improvement funding (grants) and to maintain current information on regulations affecting capital improvement projects;
  • Maintains records and compiles data necessary to ensure proper selection of engineering consultants;
  • Provides technical information required to develop and implement the capital improvement budget and bond programs;
  • Attends meetings as needed to present information regarding capital projects;
  • Provides engineering support to the Planning Commission and Board of Adjustment by reviewing applications for commercial building permits, zoning, or subdivision construction, indicating potential engineering problems and recommendations for improvement;
  • Reviews subdivision and zoning actions for conflicts with federal, state and local floodway and floodplain regulations;
  • Recommends final payment to contractors and consultants at specified intervals;
  • Prepares tentative annual budget figures for Professional/Technical department and ensures expenditures do not exceed allocated budget;
  • Serves the City in review of any internal or contracted project for proper evaluation and filings needed under the USDA Natural Resources Conservation Service, the Environmental Protection Agency, and any other regulatory agencies relative to impacting of any watersheds, wetlands, water resources, soils, air, plant and animal life;
  • Prepares long-range plans and policies for meeting future infrastructure needs within the City;
  • Reviews City Ordinances relating to Civil Engineering and submits recommendation for revisions to the appropriate city department;
  • Bachelor’s degree in Civil Engineering or a related area;
  • A minimum of eight (8) years of experience in Civil Engineering plus (2) years Municipal Engineering experience;
  • Registered as a Professional Engineer in the State of Arkansas preferred;
  • Completion and certification as a Flood Plain Manager preferred;
  • Must possess a valid Arkansas driver’s license.
